Why can't I hear Gaim sounds when xmms is playing?
Make sure both xmms and Gaim are using alsa. xmm's is very strightforward set this, for Gaim however it's a bit more obscure. Specify that you want to use "Command" rather than "Automatic"... and specify this as the command:
aplay %s

How might I remotely open a program on a machine running gnome or whatever?
you need to export your DISPLAY to the remote X session, like so:
user# DISPLAY=:0.0 gaim &
